HCPER Projects and Services
Public Health Agency Accreditation
The Heartland Centers and the LMS have partnered with the Missouri Institute for Community Health (MICH) to support creation of the Missouri Voluntary Local Public Health Agency Accreditation Program and exploration of a regional accreditation program. The goal of HCPER is to support MICH in establishing and analyzing measures of quality improvement including standards for infrastructure and workforce performance. The LMS provides required workforce development programs implemented through HCPHP, HETC and HCL, and data tracking and report functions for completing necessary individual and user agency documentation.
Program/Exercise Demonstration and Evaluation
HCPER has formed partnerships to evaluate curriculum models including training and exercise programs to meet objectives set forth in CDC, HRSA, Homeland Security and HSEEP Guidelines. Examples include assistance to state and local public health, health care and emergency management agencies to evaluate performance and capability improvement through implementation of tabletop, operational and functional full-scale exercises. An example is a HCPER partnership with the Missouri Hospital Association to conduct and evaluate the demonstration of the IS-130 Exercise Evaluation Program (EETP) and the Alternate Care Planning and Activation Tabletop involving all hospital regions in Missouri.
Simulated Educational Services (SES) Evaluation Project
SES and HCPER have formed a partnership to provide an internet (visual) and phone conference (audio) capability to provide improved access to simulated operational exercises for top officials and other emergency response personnel representing multi-sectors, multi-disciplines and multi-jurisdictions. HCPER is responsible for evaluation management including design of the performance measurement, observer/evaluator training, data analyses and After Action Report development.
