PROGRAM INTRODUCTION
The National Environmental Public Health Leadership Institute is coordinated
and developed by the Centers
for Disease Control and Prevention and the National
Public Health Leadership Development Network. The
program was developed based upon CDC priorities that identified a need
for improving leadership capacity in environmental public health practice. Emphasis
is placed on the core functions of public health as a foundation for achieving
public health goals and the need for proactive environmental public health
leaders to mobilize resources in response to the changing public health
environment.
Institute’s Mission:
- Strengthen the country’s environmental public health system by
enhancing the leadership capabilities of state and local environmental
public health specialists from multiple agencies/organizations in diverse
settings
Program goals include:
- Increase the leadership capacity and skills of environmental public
health personnel working in diverse settings
- Enhance the performance outcomes of public health core functions and
essential services
- Promote and improve the environmental public health of communities
The Institute is a year long competency-based program which focuses on
personal understanding and growth. Critical thinking and analysis,
political effectiveness, organizational and team development are emphasized
to enhance strategic visioning and direction setting skills. In addition
to competencies related to core public health leadership development (refer
to specific session competencies that follow) the Institute addresses the
following competencies specific to the practice of environmental public
health:
- Identifies and communicates models of best practices in the 21st Century
for the delivery of environmental public health services (communities
of excellence and other innovative approaches)
- Develops environmental public health performance standards that include
the core functions of public health
- Applies the Public Health Ten Essential Services Model to the practice
of environmental public health programs
- Applies knowledge and understanding of the role of leadership and improved
capacity to influence others to solve environmental health problems
- Applies practical thinking skills, creative and critical thinking,
to solve environmental health problems
- Applies a systems based continuous assessment process to address environmental
public health services delivery system problems (systems assessment,
program assessment)
- Applies a systems thinking approach to solve environmental public health
problems
- Identifies and communicates the strengths and weaknesses of various
problem solving and decision making models and processes to solve environmental
public health problems
